With the partial government shutdown taking effect on 12/21/2018, there have been some negative side effects for drawback:
  • The trade was informed that no refunds will be processed by CBP, including drawback. While liquidation is still occurring, refunds that are due at the time of liquidation are not being processed.
  • CBP assigned staff to monitor the OTDrawback@cbp.dhs.gov email box to respond to policy questions from the trade. That staff has been furloughed, which means that outstanding responses to questions are on-hold indefinitely until funding returns.
  • Rulings that are on hold with CBP will not be processed during this time.
